UPDATE - OCTOBER 2022

On Oct. 3 construction will begin on Northeast Hazel Dell Avenue, between Northeast 99th Street and Northeast 117th Street, to construct and repair sidewalks on both sides of the road. Construction is scheduled to be complete by April 2023. Impacts to local access traffic and brief delays are possible during construction. Flaggers and signage will direct travelers through the construction area.

Northeast Hazel Dell Avenue is a two-lane urban arterial roadway traveled by up to 800 vehicles per hour. High vehicle speeds and inadequate sidewalks create hazardous conditions for the many pedestrians and bicyclists traveling the corridor to access several transit routes/facilities and schools. In sections without sidewalks, pedestrians must walk on the narrow roadway shoulder or navigate rough, uneven terrain. This creates additional barriers to safe travel for people with disabilities.

This project will:

• Construct sidewalk segments in areas without sidewalks, repair damaged sidewalk segments and install curb ramps meeting Americans with Disabilities Act (ADA) standards, creating a continuous sidewalk network along Northeast Hazel Dell Avenue from Northeast 99th Street to Northeast 117th Street.
• Restripe shoulders and add signage and symbols to create designated bike lanes on both sides of the road.
• Move the existing mid-block crosswalk at Sacajawea Elementary School south to the intersection of Northeast Hazel Dell Avenue and Northeast 112th Street.

This project is supported by county, state and federal funding sources, including the county road fund, county traffic impact fees, a grant from the state’s Transportation Improvement Board – Sidewalk Program and a grant from the federal Transportation Alternatives Program (Urban Large). Advanced Excavating Specialists, LLC is the contractor for this project.

UPDATE - SEPTEMBER 2022

Construction bids for the cost of the Northeast Hazel Dell Avenue sidewalk project were higher than anticipated, delaying the project until additional funds could be secured. With funding now in place, construction plans are being finalized. The community will be notified when new construction dates are confirmed. We apologize for the delay.

PROJECT BACKGROUND

Northeast Hazel Dell Avenue is a two-lane urban arterial roadway that carries up to 800 vehicles an hour. Vehicle speeds are high and pedestrian/bicycle use is heavy. The existing roadway is challenging for pedestrians. In sections where sidewalks are missing, pedestrians are forced to walk on the narrow roadway shoulder and/or navigate rough, uneven terrain. There are schools near Northeast Hazel Dell Avenue and many students walk alongside, and cross, the roadway to get to their schools. There are transit routes along Northeast Hazel Dell Avenue, and additional stops on Northeast 99th Street, including the 99th Street Transit Center, as well as stops south of Northeast 99th Street. The combination of heavy traffic, and the missing sidewalks creates safety concerns.  Clark County Public Works intends to address these issues through sidewalk and safety improvements, scheduled to be built in 2022.

PROJECT IMPROVEMENTS

This project will:

• Construct missing/damaged sidewalk segments and curb ramps to Americans with Disabilities Act, or ADA, standards to complete a continuous sidewalk network from Northeast 99th Street to Northeast 117th Street.
•  Restripe shoulders and add hatching, signage, and bike symbols to provide designated bike lanes on both sides of Northeast Hazel Dell Avenue, from Northeast 99th Street to Northeast 117th Street.
• Move existing mid-block crossing at Sacajawea Elementary School south to the intersection at Northeast Hazel Dell Avenue and Northeast 112th Street and install a crossing treatment.

SCHEDULE AND TRAFFIC
