  5. Request approval to accept a grant and to use existing budget capacity in the General Fund on net neutral funding from the Administrative Office of the Courts in the amount of $500.000 in support of the GPS with Victim Notification Program for Probation Pretrial Services Divisions until budget appropriation can be formally adopted during the 2024 Fall Budget Supplemental. The funding is available for the period of July 1, 2024 to June 30, 2025 in the form of a reimbursement grant.

Separate Business:

  1. Request approval authorizing the County Manager to sign a professional services agreement, and any resulting amendments, with FCS Group to assist and support in financial analysis of multiple solid waste projects. Expected remuneration of $458,760 over the next five years; additional budget capacity is not necessary.
     
  2. Request approval to move budget appropriation from Public Health’s Fund 1025: Health Department Fund Controllable ledger to the Public Health Capital Outlay ledger in the 2024 Operating Budget per the 2024 Budget Resolution requirements. Also request approval of a sole source contract with Randox Technology Ltd. for the acquisition of an Evidence MultiSTAT analyzer and authorize the Public Health Director to sign the resulting agreements.
     
  3. Request approval of a resolution authorizing the County Manager to execute a Quitclaim Deed for the sale of Tax Title parcels numbered 986043-789 and 165531-000 to the City of Vancouver. 
     
  4. Add-on Item:  Request approval of Petty Cash funds for the 2024 Clark County Fair.

  2. Request approval to accept awarded funds from the Washington State Criminal Justice Training Commission Office Wellness grant to support corrections officers and staff in the Clark County Jail. Also, authorize the County Manager to sign the grant contract and any resulting amendments. Recognize the need for a budget-neutral supplemental during the next scheduled 2024 supplemental process.
     
  3. Request approval of a resolution, in accordance with RCW 30.04.280, to waive competitive bidding requirements for the purchase of PerkFilter stormwater treatment projects, cartridges, media, and replacement parts from Oldcastle Infrastructure.
     
  4. Request approval authorizing the County Manager to sign Supplemental Agreement No. 4 with Harper, Houf, Peterson, Righellis, Inc. for the NE 68th Street Sidewalk (Highway 99 to Northeast St. Johns Road) project; CRP #372122.

  10. Request approval of an addendum to the Purchase and Sale Agreement for the Hockinson School District acquisition of 40 acres of the Hockinson Meadows Community Park for siting a future school. (quit claim deed included on 6/24/24, 2:25pm)

Separate Business:

  1. Request approval authorizing the County Manager to sign a 5-year contract with Progressive Solutions, Inc. (PSI) for Animal Control Pet licensing software for a period of July 1, 2024 through June 30, 2029. In addition, request pre-approval of expense budget allocation of FY 2026 $35,979.79 (PSI Contract Year 3), FY 2027 $37,059.18 (PSI Contract Year 4), FY 2028 $38,170.95 (PSI Contract Year 5) of General Fund dollars acknowledging that the signing of this contract represents an ongoing General Fund commitment.
     
  2. Request approval authorizing the County Manager to sign a contract with BERK Consulting, Inc. for Freight Rail Dependent Use Implementation of Development Regulations. Item Not approved.

Request approval of Ordinance 2024-06-04, which will codify changes to Clark County Code 40.520.040 and 40.520.080 that were inadvertently left out of Ordinance 2024-03-02 to implement middle housing and small single-family strategies as outlined in the Housing Options Study and Action Plan. Public Hearing held on March 5, 2024.
     
  3. Request approval to adopt the 78th Street Heritage Farm Sustainability Plan.
     
  4. Request approval to accept the 2023 Annual Bridge Report.
     
  5. Request approval to add a Judicial Assistant to support the 12th Superior Court Judge, which was approved by the Council in the 2024 budget process and subsequently passed by the Washington State Legislature.

  3. Approval of a contract with LuminUltra Technologies Inc. to provide qPCR analytical laboratory services in an amount not to exceed $140,000 through April 30, 2026.
     
  4. Approval to create a capital project and authorize the County Manager to execute a Purchase and Sale Agreement and to sign a deed and other necessary closing documents to acquire 12.7 acres along Salmon Creek near the Gordy Jolma Family and Salmon-Morgan natural areas.
