Staff
The Leadership Team consists of the Jail Services Director, a Deputy Director of Jail Administration, a Deputy Director of Jail Operations and 5 Commanders each assigned to oversee specific Jail Services Units.
The Jail Services Jail Operational staff consists of 129 Corrections Officers, 18 Sergeants, 4 Support and 2 Environmental Staff. The main jail staff positions include 6 squads for 3 separate shifts, 4 specialized units, and 5 specialized positions with a yearly or bi-yearly rotation.
Jail Services Officers provide supervision, custody and care of inmates in the jail. Duties include booking (facility admissions), searching and releasing prisoners, monitoring jail access, courtroom security, transport of inmates, inmate classification, and work release. They help in maintaining order in the day-to-day operation of the jail. It is not uncommon for staff to physically subdue a violent inmate and then later try to protect that inmate from harming themselves.
Jail Services operational staff work with honor and distinction in their dedication, patience and resourcefulness to operate a safe and secure facility. Specialized units, inmate programs, specialty courts, and other agency and community partnerships has eased the stress of daily operations, but the increasingly unpredictable inmate population still presents challenges and strains resources in safety and security of staff, visitors and inmates.
Jail Services Support Staff consists of 2 supervisors, 14 staff in 5 units including; Jail Records, Reception, Public Disclosure, Identification, and Finance.
Jail Industries Staff consist of 1 manager, 2 supervisors and 15 staff in 5 units including: Food Services, Laundry Services, Day Maintenance, Logistics and Property.
Facilities
Clark County currently has one inmate housing facility. The main jail is in the Clark County Law Enforcement Center located in downtown Vancouver, next to the Courthouse and across the street from the Public Service Center building.
The jail population consists of individuals classified at minimum-, medium-, and maximum-security risk and are assigned to an area within the facility based on specific classification criteria. The daily average population (ADP) fluctuates yearly, however, the workload in the intake area and housing is not impacted by the fluctuation. People whether booked and housed or booked and released are processed in the intake area. Those who are currently housed are classified at a higher security risk needing more staff in the day to day operation.
As of April 2020, the Jail Work Center located on Lower River Road is no longer used as inmate housing and is strictly our Industries Facility where laundry and kitchen services are provided for those housed in the main jail and juvenile facilities.
