County invites public to participate in creation of 5-Year Consolidated Plan via online survey, community meetings

Clark County Community Services is asking residents to provide feedback on the 2025-2029 Consolidated Plan that will guide distribution of federal Community Development Block Grant and HOME Investment Partnerships program funding over the next five years. The county’s Consolidated Plan benefits low- and moderate-income households and areas, identifies housing and community development needs, and sets priorities and strategies to meet those needs.

Your participation is important!

Online survey
The public is encouraged to complete an online survey to provide information on housing and non-housing related needs in Clark County. This information will inform what priorities and strategies are needed to meet those needs. Responses will be accepted through May 10, 2025. The survey is also available in Spanish here.

Community meetings
The public can drop in at any time during a community meeting and submit comments to help guide the creation of the county’s Consolidated Plan. In-person and virtual sessions are available (see schedule below). Everyone is welcome.

  • In-person Session 1: Vancouver Community Library
    Tuesday, March 11, 2025, 3 – 7 p.m.
  • In-person Session 2: Battle Ground Community Library
    Saturday, March 29, 2025, 3 – 6 p.m.
  • Virtual Session: Zoom Link
    Tuesday, March 25, 2025, 6:30 – 8 p.m.

City council meetings
Between March 24 and May 5, a brief presentation about the Consolidated Plan and planning process will be provided to each of the city council’s that participate in the county’s Urban County Policy Board (Battle GroundCamasLa CenterRidgefieldWashougalWoodlandYacolt). Please visit each city’s website for specific dates and times. The public is encouraged to attend and can provide public comment at that time. The community will have an opportunity to provide comment on the draft Consolidated Plan when it is submitted to the Clark County Council for approval before being submitted to the U.S. Department of Housing and Urban Development for approval in mid-May.
