Funding sources allocated to community agencies through Clark County Community Action are described below. Clark County Community Action does not provide services directly to consumers.

Emergency Solutions Grant (ESG)
ESG is funded by the Department of Housing and Urban Development (HUD) Homeless Emergency Assistance and Rapid Transitions to Housing Act of 2009 (HEARTH Act) and granted to Clark County Community Services through the Washington State Department of Commerce.
The purpose of ESG is to rapidly re-house persons who are experiencing homelessness. The funds target individuals and families who would be homeless if it were not for this assistance. The funds provide for short-term or medium-term rental assistance, house searching and placement, and housing stability case management. All Clark County housing assistance is accessible through the Housing Solutions Center at 360.695.9677.
Community Services Block Grant (CSBG)
The purpose of CSBG is to provide assistance to states and local communities through community action agencies and neighborhood-based organizations to reduce poverty, revitalize low-income communities, and empower low-income families and individuals in rural and urban areas to become fully self-sufficient. This applies particularly to families who are attempting to transition off of public assistance. In order to accomplish this, a community advisory board that includes participation of low-income persons establishes priorities based on community needs.
Consolidated Homeless Grant (CHG)
CHG combines state homeless resources into a single grant opportunity under the administration of the Washington State Department of Commerce. The grant is allocated by Clark County Community Services to local non-profit housing agencies. CHG supports an integrated system of housing assistance to prevent homelessness and to secure permanent housing for persons who are homeless or at-risk of homelessness, as described in local plans to end homelessness. The Ending Family Homelessness Program is also a program of the CHG. All Clark County housing programs are accessible through the Housing Solutions Center at 360.695.9677.
Marriage License Fee Surcharge
RCW 26.04.160 imposes a surcharge on marriage license fees, which is provided to Community Services for the purpose of funding family services. Family services include resource information, parenting classes, child development activities, health and educational activities, family support centers, and domestic violence prevention and intervention services. The target population is families with children.
