Alishia Topper, Treasurer
Alishia was elected Clark County Treasurer in November 2018 and was re-elected to a second term in November 2022. She is committed to providing excellent treasury services, streamlining processes, increasing transparency and making it easy to pay your taxes.
In addition to her treasury work, Alishia was elected to two terms as a Vancouver City Councilmember and resigned her position to serve as Treasurer. Alishia was appointed by the Governor and has served as a commissioner of the Washington State Housing Finance Commission since 2017. Alishia also served as Board Chair of Columbia Credit Union and is now a member of the Supervisory Committee. Alishia is a Certified Public Funds Investment Manager, a Certified Government Finance Officer, holds a Master of Public Administration degree from Portland State University and two undergraduate degrees from Washington State University: Bachelor of Science in Psychology and Bachelor of Arts in Foreign Languages and Literatures.

Alishia was named a 2017 Advocacy All-Star by the Association of Washington Cities for her work as a Vancouver City Councilmember. She was named by the Vancouver Business Journal as a 2011 Accomplished and Under 40, was a nominee for Washington State University – Vancouver’s 2013 Women of Distinction and recognized by the Greater Vancouver Chamber of Commerce as one of Clark County's Most Interesting People of 2014.

Administration
The administration division of the Treasurer's Office coordinates and manages treasury functions while acting in supporting roles such as governance, policy development, internal controls, and more.
Sara Lowe, Chief Deputy Treasurer
Sara has served as the Chief Deputy Treasurer for the Clark County Treasurer’s Office since December 2015. She earned a Bachelor of Arts degree in political science from Western Washington University. Before becoming the Chief Deputy Treasurer, Lowe was the senior policy analyst in the Clark County Budget Office. Previously, she was the principal financial analyst for the City of Portland’s Budget Office and the operations manager for the Washington State Employment Security Department Budget Office. Lowe is past vice president and president of the Southwest Washington chapter of the Washington Finance Officers Association, 2017-2019, and recently began serving on the Professional Sustainability Committee.
Shania Macfarlane, Program Assistant
Shania has served as the Program Assistant in the Treasurer's Office since August 2023. She attended Eastern Washington University, receiving a Bachelor’s degree in Business Management and a Masters in Marketing Analytics. Before joining the Clark County Treasurer's Office, Shania worked as a Project Manager where she developed strong organizational skills and attention to detail. In her new position, she is focused on supporting the office's mission of efficiently managing county finances and providing essential services to the community.
Finance
Amira Ajami, Finance and Investment Manager
Amira has served as the Finance and Investment Manager in the Clark County Treasurer’s Office since May 2019. Amira started in the Treasurer’s Office in January 2017 as an Accountant and transitioned to Senior Management Analyst before being promoted to her current role. She earned a Bachelor of Business Administration in Accounting from Washington State University. Amira holds certifications as a Certified Public Accountant (CPA) and Certified Public Funds Investment Manager (CPFIM). Prior to joining the Clark County Treasurer’s Office, Amira worked in public accounting for a local CPA firm and worked on business and individual tax preparations as well as financial statements, audits, and reviews. Amira currently serves on the Washington Society of Certified Public Accountants (WSCPA) Emerging Leaders Committee.
Tax Service
Neil Heyer, Tax Service Manager
Neil has served as the Tax Services Manager for the Clark County Treasurer’s Office since December 2018. He previously served as a Delinquent Tax Collector for the office beginning in August 2015. Neil earned a Bachelor of Arts degree in Sociology from the University of Montana in 2002. Before joining the Treasurer’s Office, Neil was a Senior Lending Advisor / Collections Officer with Consolidated Community Credit Union for ten years. In this role, he achieved certification as a Credit Union National Association (CUNA) Credit Financial Counselor. He previously served as Deputy Treasurer in the Missoula County Treasurer’s Office.
